According to The Law Organizing The Government issued December 25, 2001, and The Vietnam Entry and Exit Law issued June 16, 2014, the 5-year visa exemption certificate are granted for those who are:
- Vietnamese residing abroad who are not holding a Vietnamese passport.
- Foreigners who are spouses; children of Vietnamese citizens.

Dossier to apply for the 5-year visa exemption certificate:
For Vietnamese residing abroad:
- Fill in the application form for the Visa Exemption Certificate.
- 02 recent passport photos (4×6 cm, white background, straight head, no sunglasses and head cover).
- The original passport/travel document with validity of at least 06 months up to the date of entry into Viet Nam.
- Provide one of the certified copy as bellow:
- Certificate of Vietnamese citizenship;
- Vietnamese Birth Certificate;
- Vietnamese Identity Card (valid or expired);
- Family/Household Registration Book;
For foreigners who are spouses/children of Vietnamese nationals:
- Fill in the application form (if you’re in Vietnam) for Visa Exemption Certificate.
- 02 recent passport photos (4×6 cm, white background, straight head, no sunglasses and head cover).
- The original passport/travel document with validity of at least 06 months up to the date of entry into Viet Nam.
- Certificates that proof of the relationship between wives/husbands/children and the Vietnamese nationals such as marriage; birth certificate; decision of adoption.
Processing time: within 05 business days, after all, required documents are submitted.
The validity of the 5-year visa exemption certificate:
- This certificate is valid no longer than 05 years, or 06 months less than the expiration date of the holder’s passport/travel document.
- With the exemption certificate, the users are allowed to stay in Viet Nam for a maximum period of 180 days for each visit and can be extended in Viet Nam for a maximum period of another 180 days.

It cost US$10 if you could provide and submit all the requirement to the Immigration Dept. In case you want to work through the agent, please check with them about the service fee.
Important note: after you got the 5-year visa exemption certificate, you have to leave Vietnam to activate the visa.
